The Departament de Migracions processes by prior appointment the integration effort reports (arraigo social, socioformativo, minors and renewal) and the housing suitability report for family reunification. You must be registered on the padrón (municipal register) in Badalona.
The Policía Nacional station in Badalona (Avinguda dels Vents, 9-13) handles letters of invitation, NIE and nationality reports, but does not issue the TIE (foreign national identity card): the nearest one listed as doing so is in Santa Coloma, at Carrer d'Irlanda, 67.

The Guardia Urbana has its own unit for cases of squatted homes, the Unitat Domus. If what is coming is an eviction, the municipal housing emergency team (SAPH, Edifici Viver) receives cases from the courts and from social services. Badalona has also been in a stressed residential market area since March 2024: in new contracts the rent may be capped.

Badalona has its own circuit, and it does not entirely match Barcelona's.
First: who issued the ticket
Badalona City Council warns on its own website that traffic penalties within the municipality may be imposed either by the Guardia Urbana, administered by the council, or by the Mossos d'Esquadra, administered by the Generalitat. If the ticket comes from the Guardia Urbana, the case is handled by the council and decided by the Mayor's Office; if it comes from the Mossos, it is handled by the Servei Català de Trànsit. They are two different administrations, with different electronic offices. A flawless letter filed with the wrong one does not stop the clock running with the right one.
Second: whoever collects the money is not the one who decides
The council states that it has delegated the collection of municipal taxes to the Organisme de Gestió Tributària (ORGT) of the Barcelona Provincial Council, which has an office open in Badalona, at Carrer del Mar, 2-4. The handling and the decision on the case remain with the council. Two practical consequences follow: the codes for viewing the fine file usually come from the ORGT, and the written representations or the appeal can be filed either at the council's Citizens' Advice Service or at the ORGT office.
Third: the rules actually being applied
Badalona does not impose penalties under traffic legislation alone. It has a general municipal by-law on vehicle traffic with its own schedule of offences and penalties, in force and amended in 2025, and a municipal public conduct by-law, also in force. It is worth reading which rule the ticket relies on before replying, because the municipal schedule of offences does not always say what it is assumed to say.
Civic conduct: community work instead of the fine
For minor and serious offences under the public conduct by-law, the council allows you to take up alternative measures instead of paying the financial penalty: community work or training activities on civic values. It is a separate procedure on the council's electronic office and has its own time limit. In many cases it is the most sensible way out, and it does not appear in large print on the notice.
With that clear, the Badalona proceedings follow six steps, each with its own time limit.
From the notification to the court: six steps and their time limits
These are the time limits published by Badalona City Council and by the ORGT, which collects its fines. If the notification says otherwise, the notification prevails.

Request the file and the photographs
On the Badalona electronic office, the documents in the file and the photographs behind the ticket are requested separately. Without them, you do not know what is being disputed.

Pay with the 50% reduction or make representations: not both
Payment with the reduction, within twenty calendar days, closes the file: it means giving up the right to make representations and exhausts the administrative route. If you pay, any representations you file afterwards do not count.

If someone else was driving
They must be identified within twenty calendar days of notification. Failing to do so is another offence, with its own fine, often higher than the first.

Representations with evidence
Same time limit: twenty calendar days. This is the time to request the speed camera certificate or the officer's report, and to provide photographs or witnesses.

Recurso de reposición (application for reconsideration): one month
Against the final decision, one month. If the authority does not reply within a month, the appeal is deemed dismissed (art. 124 of Ley 39/2015); what the notification says prevails.

The tow truck and the Low Emission Zone
If your vehicle has been towed
The municipal pound is on Carrer Concòrdia and is run by the council company Engestur under the direction of the Guardia Urbana; to recover the vehicle you have to prove your identity. The fee is set out in the municipal tax by-law on the removal and immobilisation of vehicles, which establishes two useful things: the fee becomes payable as soon as the vehicle is hitched to the tow truck and the truck moves off, and the pound charge has a grace period before it starts to run. The same by-law exempts stolen vehicles from payment where this is evidenced by a copy of the police report, and warns that paying the fee does not cancel the fine: they are two separate cases and are challenged separately. Badalona does in fact have a dedicated procedure for making representations or appealing against that fee.
About the Low Emission Zone
Badalona is not part of the Rondes de Barcelona Low Emission Zone: that zone covers the municipality of Barcelona with some exceptions, plus Sant Adrià de Besòs, L'Hospitalet de Llobregat and part of Esplugues and Cornellà. Badalona approved a by-law of its own, but its council page on the Low Emission Zone states that the boundary is currently suspended. If you are holding a penalty of this kind, the first thing to do is look at which municipality the ticket was issued in and which rule it cites.
By-laws that change
Badalona amends its traffic, public conduct and tax by-laws frequently: the traffic by-law, most recently in 2025. The rule in force on the day of the ticket applies, and the notification says which appeal is available.

Citizens' Advice Service
El Viver building, plaça de l'Assemblea de Catalunya, 9-12, ground floor. This is the general registry office. Not everything requires an appointment: the padrón (municipal register) certificate, renewal or confirmation of foreign nationals' registration and the filing of applications at the general registry are listed as not needing an appointment, whereas registering on, deregistering from or changing your address on the padrón does. Each appointment covers one service only.
Migration Department
Same address, plaça de l'Assemblea de Catalunya, 9-12. It advises foreign nationals registered on the padrón in Badalona and processes, by prior appointment, the integration effort reports (arraigo social, arraigo socioformativo, unaccompanied minors and renewal) and the housing suitability report for family reunification.
Tax administration and the ORGT
Carrer del Mar, 2-4. Both the council's specialist tax office and the office of the Organisme de Gestió Tributària of the Barcelona Provincial Council are there. Both are valid registry offices for filing documents, and for tax matters the council recommends making an appointment.
Guardia Urbana and the tow truck pound
The headquarters is on avinguda Caritg. The municipal tow truck pound is on Carrer Concòrdia. The atestado (police report) for an accident and the photographs behind a ticket are requested as procedures on the council's electronic office, not over the counter.
Immigration Office
There is no immigration office in Badalona: permits are decided by the Oficina de Extranjería in Barcelona (Passeig de Sant Joan, 189-193, and Carrer de Múrcia, 42). The Policía Nacional station in Badalona, at Avinguda dels Vents, 9-13, handles letters of invitation, NIE and nationality reports, but not the TIE; the nearest one that issues it is in Santa Coloma, Carrer d'Irlanda, 67.

From Badalona to Carrer del Freser, 104
The office is in El Clot (Sant Martí), ten minutes' walk from Clot station. From Badalona you get there without changing trains, by metro or by Rodalies.
L2: nine stops with no change
Line 2 starts at Badalona Pompeu Fabra and calls at Pep Ventura, Gorg, Sant Roc and Artigues | Sant Adrià. Heading towards Paral·lel, Clot is the ninth stop. From Llefià or La Salut, the L10 nord connects with the L2 at Gorg.
R1: one stop in between
The R1 Rodalies line runs from Badalona to Barcelona - El Clot with a single stop in between, Sant Adrià de Besòs. In the Rodalies de Catalunya timetables the journey is shown as thirteen minutes on most trains. The same line serves Montgat.
Before getting on the L2, a phone call
Visits are by prior appointment. Many Badalona matters start by telephone, WhatsApp or video call; if it is worth meeting, that call is when you are told which papers to bring.

It depends on the matter. To file a document or ask about a case file, the Public Enquiries Office at Prim, 32-40. I have been fined by Badalona's Guardia Urbana (local police). Who do I appeal to?
It depends on who issued the ticket. If you are the owner, the Guardia Urbana has a unit for squatting cases, the Unitat Domus, and the procedure to recover the home is judicial: through the civil courts, at the Civil Section at Francesc Layret, 101, or, where appropriate, through the criminal courts. If you are the one who may lose the home, the municipal housing emergency team (SAPH) deals with cases referred by the courts and by social services. In both cases the time limits are short: bring the claim or the notification.
Which court deals with a Badalona inheritance if the heirs cannot agree?
If the deceased's last domicile was in Badalona, Montgat or Sant Adrià de Besòs, the court division of the estate and other succession disputes go to the Civil Section of the Badalona Court of First Instance, at Francesc Layret, 101 (article 52.1.4 of the Ley de Enjuiciamiento Civil, the Spanish Civil Procedure Act).
