Badalona has courts of its own and they are good ones. The reason for calling a Barcelona firm is not that we cover half of Spain from here, but two specific and verifiable things.
The first is that a good part of a Badalona resident's legal matters are not decided in Badalona. The town has Civil, Investigating, Family and Violence against Women Sections, but no Employment, Commercial, Administrative or Criminal Section: by law those four jurisdictions cover the whole province and are heard in Barcelona, at the Ciutat de la Justícia, Gran Via de les Corts Catalanes, 111. A dismissal, an appeal against a fine that has exhausted the administrative route, an insolvency or a criminal trial for a less serious offence take a Badalona resident to Barcelona in any event, whoever is handling it.
The second is the actual distance. The firm is at Carrer del Freser, 104, a few minutes from the Clot stop, which is on the same metro line 2 whose terminus is Badalona Pompeu Fabra: nine stops, no changes. And the R1 Rodalies line connects Badalona with Barcelona - El Clot with only one stop in between. That makes possible what really matters when a deadline is looming: meeting in person with the file in front of you without losing half a morning.
And one more thing, said plainly: Ajuridic does not have an office in Badalona. Its only premises are at Carrer del Freser, 104, in El Clot. Where each matter ends up
Badalona heads its own judicial district, which also takes in Montgat and Sant Adrià de Besòs. Santa Coloma de Gramenet, although it is right next door, has a judicial district of its own. Badalona has three court buildings, not one
Prim 32-40, Francesc Layret 101 and Santa Bàrbara 64. Turning up at the wrong one is the most common mistake and the one that costs the most time. The judicial district's Public Enquiries Office is at Prim, 32-40. In the same building at Prim, 40, first floor, the Barcelona Bar Association has its Badalona branch, which also houses a Legal Guidance Service point giving free initial advice by prior appointment.

It is the matter most people in Badalona call a solicitor about, and the one that most often goes wrong on its own. Badalona has its own circuit, and it does not entirely match Barcelona's.
First: who issued the ticket
Badalona City Council warns on its own website that traffic penalties within the municipality may be imposed either by the Guardia Urbana, administered by the council, or by the Mossos d'Esquadra, administered by the Generalitat. This is not a bureaucratic detail: if the ticket comes from the Guardia Urbana, the case is handled by the council and decided by the Mayor's Office; if it comes from the Mossos, it is handled by the Servei Català de Trànsit. They are two different administrations, with different electronic offices. A flawless letter filed with the wrong one does not stop the clock running with the right one.
Second: whoever collects the money is not the one who decides
The council states that it has delegated the collection of municipal taxes to the Organisme de Gestió Tributària (ORGT) of the Barcelona Provincial Council, which has an office open in Badalona, at Carrer del Mar, 2-4. The handling and the decision on the case remain with the council. Two practical consequences follow: the codes for viewing the fine file usually come from the ORGT, and the written representations or the appeal can be filed either at the council's Citizens' Advice Service or at the ORGT office.
Third: the rules actually being applied
Badalona does not impose penalties under traffic legislation alone. It has a general municipal by-law on vehicle traffic with its own schedule of offences and penalties, in force and amended in 2025, and a municipal public conduct by-law, also in force. It is worth reading which rule the ticket relies on before replying, because the municipal schedule of offences does not always say what it is assumed to say.
A Badalona particularity that hardly anyone uses
For minor and serious offences under the public conduct by-law, the council allows you to take up alternative measures instead of paying the financial penalty: community work or training activities on civic values. It is a separate procedure on the council's electronic office and has its own time limit. In many cases it is the most sensible way out, and it does not appear in large print on the notice.
That said, the proceedings always follow the same order, and each step has its own time limit.
The proceedings, in order, and the time limit for each stage
The time limits below are those currently published by Badalona City Council and by the body that handles its collection. The particular notice you receive takes precedence over any summary.

Read the notice and request the file
Who issued the ticket, which rule is relied on, which body is handling it, what the time limit is and what appeal is available. In Badalona you can request the documents in the file and the photographs behind a traffic ticket separately, as procedures on the electronic office. Without those two papers you are making representations blind.

Decide between paying at a reduced rate and making representations
They are mutually exclusive routes. For traffic penalties the collecting body states that payment with a 50% reduction can be made within twenty calendar days, in the cases provided for by law, and that such payment means giving up the right to make representations, ending the proceedings without an express decision and exhausting the administrative route. If you pay, any representations you file will be treated as not having been filed.

If the offence is a moving traffic offence and someone else was driving
The driver has to be identified, and that is a procedure with a time limit of its own: the collecting body sets it at twenty calendar days from notification of the ticket. Failing to identify the driver has consequences of its own, different from and often worse than the original offence.

Representations with evidence
Twenty calendar days from notification of the ticket, according to the body that handles collection for Badalona, and this is the moment to put in the evidence: photographs, the calibration certificate for the measuring device, the officer's report, witnesses. Whatever is not requested at this point is very hard to recover later.

Recurso de reposición (application for reconsideration)
The council states the time limit clearly: one month from receipt of notification of the final decision, and once that period has passed the only route left is the administrative courts. For traffic appeals it also states a three-month period for deciding them and that silence means refusal: if there is no reply, you must assume it has been refused and act accordingly.

Once the administrative route is exhausted the courts remain, and for Badalona those are in Barcelona, at Gran Via de les Corts Catalanes, 111. Beforehand we assess whether the matter justifies it: not every case is worth taking that far, and saying so is part of the job.
The tow truck and the Low Emission Zone
If your vehicle has been towed
The municipal pound is on Carrer Concòrdia and is run by the council company Engestur under the direction of the Guardia Urbana; to recover the vehicle you have to prove your identity. The fee is set out in the municipal tax by-law on the removal and immobilisation of vehicles, which establishes two useful things: the fee becomes payable as soon as the vehicle is hitched to the tow truck and the truck moves off, and the pound charge has a grace period before it starts to run. The same by-law exempts stolen vehicles from payment where this is evidenced by a copy of the police report, and warns that paying the fee does not cancel the fine: they are two separate cases and are challenged separately. Badalona does in fact have a dedicated procedure for making representations or appealing against that fee.
About the Low Emission Zone
There is a costly confusion here. Badalona is not part of the Rondes de Barcelona Low Emission Zone: that zone covers the municipality of Barcelona with some exceptions, plus Sant Adrià de Besòs, L'Hospitalet de Llobregat and part of Esplugues and Cornellà. Badalona approved a by-law of its own, but its council page on the Low Emission Zone states that the boundary is currently suspended. If you are holding a penalty of this kind, the first thing to do is look at which municipality the ticket was issued in and which rule it cites.
Time limits and amounts change
Municipal by-laws and tax by-laws are amended every year, and the time limits are those the competent authorities currently publish on their own pages. The particular notice takes precedence: it states which appeal is available and how long you have. If in doubt, a two-minute phone call beats a missed deadline.

Citizens' Advice Service
El Viver building, plaça de l'Assemblea de Catalunya, 9-12, ground floor. This is the general registry office. Not everything requires an appointment: the padrón (municipal register) certificate, renewal or confirmation of foreign nationals' registration and the filing of applications at the general registry are listed as not needing an appointment, whereas registering on, deregistering from or changing your address on the padrón does. Each appointment covers one service only.
Migration Department
Same address, plaça de l'Assemblea de Catalunya, 9-12. It informs and advises foreign nationals registered on the padrón in Badalona, and deals with the integration effort report for arraigo social (residence on grounds of settled social ties), the report for arraigo socioformativo (settled ties through training), the housing suitability report for family reunification and the First Reception Certificate. Tax administration and the ORGT
Carrer del Mar, 2-4. Both the council's specialist tax office and the office of the Organisme de Gestió Tributària of the Barcelona Provincial Council are there. Both are valid registry offices for filing documents, and for tax matters the council recommends making an appointment.
Guardia Urbana and the tow truck pound
The headquarters is on avinguda Caritg. The municipal tow truck pound is on Carrer Concòrdia. The atestado (police report) for an accident and the photographs behind a ticket are requested as procedures on the council's electronic office, not over the counter.
Immigration Office
There is no immigration office in Badalona. There is only one in the whole province, with two sets of premises, both in Barcelona: Passeig de Sant Joan, 189-193, and Carrer de Múrcia, 42. That is where residence permits are decided, not at the council.

From Badalona to Carrer del Freser, 104
The firm is in El Clot, in the Sant Martí district, on a street running off Rogent. From Badalona there are two ways of getting here without changing.
By metro, with no changes
The metro's line 2 has its terminus at Badalona Pompeu Fabra and calls at Pep Ventura, Gorg, Sant Roc and Artigues | Sant Adrià before entering Barcelona. The Clot stop is on that same line 2, in the Paral·lel direction: nine stops from Badalona Pompeu Fabra, with no change of train. From Llefià or La Salut, on the L10 nord, you can connect with the L2 at Gorg.
On Rodalies
The metro's R1 connects Badalona with Barcelona - El Clot with only one stop in between, Sant Adrià de Besòs. According to the timetables published by Rodalies de Catalunya, on the great majority of services the journey is shown as thirteen minutes. The same line serves Montgat, the other municipality in the Badalona judicial district.
