Sant Adrià is the only large municipality in the area that is not the head of a judicial district, which is why it has an Oficina de Justicia en el Municipio: the former justice of the peace court, transformed by Ley Orgánica 1/2025 (Spanish Organic Act 1/2025) on the date the Tribunal de Instancia de Badalona was set up, which the Departament de Justícia places in the second phase, on 1 October 2025. There is still a justice of the peace. Under article 439 quater of the Ley Orgánica del Poder Judicial (the Spanish Judiciary Act), the Office assists the justice of the peace, carries out procedural service on people living in the municipality and acts as a collaborating office of the Civil Registry; and, where resources allow, it receives legal aid applications and allows people to take part in conciliation hearings by video link. As a collaborating office it can issue Civil Registry certificates and proof-of-life certificates.

At the General Civil Registry Office of Badalona, which is the one for the judicial district and is at Carrer de Santa Bàrbara, 64. The Sant Adrià Justice Office has no registrar of its own: it is a collaborating office, so it receives and records documents, provides information and issues certificates and proof-of-life certificates, but the registrations and the decisions on files belong to the General Office. The Civil Registry of this judicial district has operated with the DICIREG system since 21 March 2023. Since the Civil Registry is single for the whole of Spain and electronic, an application for registration may be filed at any General Office regardless of where the events took place.

Probably not only with the City Council. Since 13 June 2000 La Mina has had a Consorci del barri de la Mina, fully active, made up of four authorities: the Generalitat de Catalunya, the Ajuntament de Sant Adrià de Besòs, the Ajuntament de Barcelona and the Diputació de Barcelona. It is a public legal entity of local character with its own personality, separate from its members. Its functions include the planning works provided for in the Transformation Plan, subject to the express agreement of Sant Adrià City Council, and issuing reports on planning works in its area. It has its own electronic register and contracting profile, so there are submissions that are filed directly with it.

The Consorci del barri de la Mina states that the building on carrer Venus has an approved expropriation plan and that the rehousing of the families living there is being arranged, with a change of strategy to speed it up and demolition scheduled for 2028. The final phase of the Transformation Plan, approved by its Consell de Govern in April 2024, includes 70 subsidised flats for rehousing the families affected, provided by the Institut Català del Sòl. An expropriation file has its own steps and time limits — the hoja de aprecio (the owner's valuation statement), the setting of the justiprecio (the fair compensation), the rehousing terms — and they are steps that cannot be recovered once they have passed: the specific notification says what can be argued and within what time.

In the Tres Xemeneies area, which extends over the municipalities of Sant Adrià de Besòs and Badalona, the Consorci has published the initial approval of the land reallocation project under the urban master plan, notices opening the reallocation file, the constitution of an Associació Administrativa de Cooperació for the sector — which indicates that the cooperation system is being used — and the direct occupation of plots with its schedule of affected property and rights, as well as the initial approval of the works projects. These are proceedings with public consultation periods that open and close, and with a right to make submissions on the schedule of property and rights.

Yes, and it is a detail that is usually given up for lost. It is often said that Sant Adrià is inside the zone in its entirety and without exceptions, but its own municipal by-law specifies that the Low Emission Zone covers the whole municipal area except the Sot industrial estate, bounded by carrer Ramon Viñas, avinguda Eduard Maristany and the boundary with Badalona. For anyone working, loading or parking there with a vehicle without a distintivo ambiental (environmental sticker), the difference is real. It is worth checking on the official map when the number plate was read near that boundary.

It is not a mistake. They are two adjoining municipalities with two different regimes: the official portal of the Barcelona Zona de Bajas Emisiones Rondes includes Sant Adrià de Besòs, and Badalona is not part of that zone. Badalona approved a by-law of its own, but its municipal page states that the boundary is recorded as suspended. Crossing the boundary between the two cities with a vehicle without a distintivo ambiental changes the legal position, even if the journey takes two minutes. With a penalty in hand, the first thing is to look at which municipality the notice was issued in and which rule it cites.

At the offices of the Organisme de Gestió Tributària of the Diputació de Barcelona, not at the City Council. The Organisme states that Sant Adrià de Besòs has delegated to it, in respect of traffic fines, both the management and the collection, in the voluntary period and by enforcement; that is, it processes the file and does not merely collect. Unlike other municipalities in the area, here there is no parallel municipal fines department and no specific fines procedure on the municipal electronic register. The Organisme also has an office open in the municipality, at Carrer de Miquel Servet 8, which also serves as a registry office. The penalty decision is still taken by the Mayor's Office, as the Organisme itself states.

In Sant Adrià it can, and the rule is not called what most people look for: it is the Ordenança municipal reguladora del bon veïnatge i del bon ús de l'espai públic (the by-law on good neighbourliness and proper use of public space), not a «civic conduct by-law». Its Title IV allows the financial penalty for minor and serious infringements to be replaced by repair work, services for the benefit of the community or participation in training activities in civic values. It requires the offender's voluntary and formal acceptance, that the measure be consistent with the infringement, and it sets a maximum duration of twenty hours for minor penalties and forty for serious ones, with two months between notification of the penalty and application of the measure. Those who have obstructed the council's action during the investigation are excluded, and the City Council reserves the right to refuse applications for lack of resources.

Not long, and it can be checked. In the official timetable of Rodalies line R1 the order of stations is Barcelona - Arc de Triomf, Barcelona - El Clot, St. Adrià de Besòs and Badalona: El Clot is the station immediately after Sant Adrià, with no intermediate stop, and the journey is listed at about nine minutes. Even so, the first consultation can be dealt with by telephone, by WhatsApp or by video call, and is free of charge.
