Why a firm in El Clot for a matter in L'Hospitalet
Let us start with what we are not going to say. The firm is in El Clot, at the other end of Barcelona: between Carrer del Freser, 104 and Rambla de Just Oliveras there are about nine kilometres as the crow flies, according to the coordinates from the geocoder of the Institut Cartogràfic i Geològic de Catalunya. We are not next door. If what you want is a firm five minutes from home, you will find one.
What is true, and what brings people from L'Hospitalet here, comes down to three things.
The first is that almost everything is now handled online: written representations and appeals go to the council's electronic office or to that of the body handling its collection, and contact with the client works by telephone, WhatsApp and video call. Where distance does matter is in the courtroom, and there L'Hospitalet has an advantage that hardly any city in the metropolitan area has: its own courts and those of the whole province are on the same site, within its own municipal boundaries.
The second is that, when you do need to meet, the journey is long but direct. metro line 1 links L'Hospitalet with Clot without changing, and the R1 Rodalies line is shown in the current official timetable as taking nineteen minutes between L'Hospitalet de Llobregat station and Barcelona - El Clot, with four stops. It is not "being nearby"; it is that the journey is made without changing trains and to a published timetable you can check.
And one more thing, said plainly: Ajuridic does not have an office in L'Hospitalet. Its only premises are at Carrer del Freser, 104, in El Clot. What does happen is that, when there is a hearing at the Ciutat de la Justícia, it is the solicitor who travels, not the client. Everything on one site, and that is unusual
L'Hospitalet de Llobregat heads a judicial district of its own and its courts are in building H of the Ciutat de la Justícia, at Avinguda del Carrilet, 2, in L'Hospitalet. On the same site, in the buildings whose postal address is Gran Via de les Corts Catalanes, 111, Barcelona, are the province-wide jurisdictions. A resident of L'Hospitalet does not have to change site to go from a divorce to a dismissal. Since Ley Orgánica 1/2025 (Spanish Organic Act 1/2025) the former courts are Sections of the Tribunal de Instancia, so many notices now arrive under a different name from the one people remember.

There is no Family Section in L'Hospitalet
It is the detail that surprises people most and the one it is most worth knowing in advance. In the General Council of the Judiciary's directory of courts, the Tribunal de Instancia of L'Hospitalet de Llobregat has Civil Sections, Investigating Sections and Violence against Women Sections, and no Family, Children and Capacity Section is listed. Divorce, child arrangements and maintenance for a resident of L'Hospitalet are therefore dealt with by the same Civil Sections that hear an eviction or a claim for a sum of money. Barcelona and other nearby district centres do have that specialist Section. It is not a problem, but it changes who the documents are addressed to and what can be expected of the court's diary.

It is the matter that has changed most in L'Hospitalet in recent years and the one people pay up over most resignedly. It is worth understanding before deciding whether to pay or to challenge.
First: L'Hospitalet has no exceptions, Barcelona does
The Àrea Metropolitana de Barcelona states that the Rondes de Barcelona Low Emission Zone takes in the whole municipality of Barcelona except the industrial Zona Franca and the neighbourhoods of Vallvidrera, el Tibidabo and les Planes, the municipalities of Sant Adrià de Besòs and L'Hospitalet de Llobregat and part of Esplugues de Llobregat and Cornellà de Llobregat. Put another way: in Barcelona there are areas expressly outside the zone, and in the metropolitan authority's summary L'Hospitalet has none. The restriction applies on working days, Monday to Friday, from 7 am to 8 pm.
It is worth not stopping at that summary, though: what defines the zone in each municipality is its by-law, and the metropolitan summary does not include every detail. The neighbouring case proves it: the Sant Adrià de Besòs by-law excludes the Sot industrial estate, and the summary does not mention it. If the number plate was read on an industrial estate or at the edge of the municipality, the official map in the by-law is the first thing to look at.
The Ronda de Dalt and Ronda Litoral ring roads are excluded from the restriction, so any vehicle can drive along them. What the most polluting vehicles are not allowed to do is take an exit and drive along the city's streets. That is the distinction that decides many tickets, and the one to check on the official map when the number plate was read right at a junction.
Second: it is L'Hospitalet City Council that imposes the penalty
Not Barcelona's, nor the Generalitat, nor the metropolitan authority. Each municipality in the Rondes LEZ has its own by-law and imposes penalties within its own boundaries, and L'Hospitalet's refers the exercise of that power to the consolidated text of the Spanish Road Traffic, Motor Vehicle Circulation and Road Safety Act. Enforcement is automatic, by number plate recognition; the cross-check of the number plate against Dirección General de Tráfico records is carried out by the Àrea Metropolitana de Barcelona, but the ticket and the proceedings are the council's. That is why the first thing to look at on the notice is which municipality it was issued in: if it was in Barcelona, the authority, the electronic office and the letter are all different.
Third, and this is what hardly anyone checks: which by-law is being applied
The Low Emission Zone by-law that L'Hospitalet finally approved in 2020 was quashed by a court judgment. On 20 June 2024 the Official Gazette of the Province of Barcelona and the DOGC published the judgment upholding the challenge brought by the Associació d'Empresaris de Transport Discrecional de Catalunya (AUDICA) and quashing that by-law. The rule in force today is a different one: it was finally approved in December 2025, its full text was published in the Official Gazette of the Province that same month and the DOGC reported the final approval on 5 January 2026. In addition, the Rondes LEZ was suspended in early 2026: the Low Emission Zone's own website states that the suspension ended and that on Monday 16 March 2026 the zone came back into normal operation. With the notice in front of you, the date of the events and the rule being relied on are the first two things to check. This is not a technicality: it is the difference between a case that stands up and one that does not.
Fourth: permits are not applied for from the council
This is the costliest mistake and the quietest. The exemptions — vehicles carrying people with reduced mobility, emergency and essential services, people with illnesses or disabilities that affect their use of public transport, equivalent foreign-registered vehicles — and the permits — the daily one for occasional entry, including classic and historic vehicles; the temporary one for special services; and the transitional exemptions for professionals close to retirement, on low incomes or buying a new vehicle — are entered on the Metropolitan Register of foreign vehicles and other authorised vehicles run by the Àrea Metropolitana de Barcelona, not at the council. And the by-law is strict: to benefit from the exemption the vehicle must have been validly entered on that register.
Twenty-four hours, and that is that
L'Hospitalet's by-law provides that the permit must be applied for no later than twenty-four hours after actually entering the Low Emission Zone, unless entry was prompted by a duly evidenced medical emergency, in which case the period is three days. The number of daily permits per year is limited, and the council by-law and the metropolitan register do not publish the same maximum figure, so it is worth checking before relying on it. Anyone who lets those twenty-four hours pass loses a way out they had within reach.
That said, penalty proceedings always follow the same order, and each step has its own time limit.
The proceedings, in order, and the time limit for each stage
The time limits below are those currently published by L'Hospitalet City Council and by the body that handles its collection. The particular notice you receive takes precedence over any summary.

Read the notice and request the file
Who issued the ticket, which rule is relied on, in which municipality, what the time limit is and what appeal is available. In L'Hospitalet access to the file is a separate procedure on the electronic office, "Accés a expedients sancionadors en matèria de trànsit, civisme i activitats econòmiques" (access to penalty files on traffic, public conduct and business activity), which can be requested by the person ticketed or by their representative and needs no prior decision from any body. Without seeing the file you are making representations blind.

Decide between paying at a reduced rate and making representations
They are mutually exclusive routes. The body handling collection states that paying at the reduced rate means giving up the right to make representations, ending the proceedings without any need for an express decision and exhausting the administrative route, leaving only the administrative courts. It is a decision to be taken once the file has been read, not with the envelope in your hand.

If someone else was driving, identify them
For moving traffic offences, identifying the driver has a time limit of its own: twenty calendar days from the date of notification of the ticket, according to the collecting body. Failing to identify them is a very serious offence with consequences of its own, different from and often worse than the original offence.

Representations with evidence
Twenty calendar days from the date of notification of the ticket, putting in the evidence. This is the moment to ask for the photographs, the plan of the road, the calibration certificate for the measuring device or the officer's report. Whatever is not requested at this point is very hard to recover later.

Recurso de reposición (application for reconsideration) to the Mayor's Office
One month from notification of the decision. The body with power to decide the representations and issue the penalty decision is the Mayor's Office or the person it delegates to, as L'Hospitalet's mobility by-law also states. And silence means refusal: if there is no reply within one month, you must take it as refused and act accordingly.

Once the administrative route is exhausted the courts remain, and they are on the same Ciutat de la Justícia site, addressed at Gran Via de les Corts Catalanes, 111. Beforehand we assess whether the matter justifies it: not every case is worth taking that far, and saying so is part of the job.
Public conduct fines and the tow truck
Public conduct: there is a way out other than paying
L'Hospitalet has a public conduct and community life by-law of its own, finally approved in 2005 and amended in 2009, which provides for alternatives to the financial penalty: voluntary admission of responsibility and carrying out voluntary work for the community or socio-educational tasks. The by-law itself makes clear that, being voluntary, those educational activities are not treated as a penalty. There is also a procedure on the council's electronic office, "Substitució del pagament d'una sanció de civisme per treball comunitari" (replacing payment of a public conduct penalty with community work): it requires you to admit responsibility for the offence expressly and can be applied for at any point in the proceedings and up to one month after notification of the decision. That last deadline is the one most often missed, because many people treat the case as closed once the decision arrives.
And before anything else: check whether the conduct is still an offence
L'Hospitalet's public conduct by-law was partially repealed, as published on 24 February 2025 in the Official Gazette of the Province of Barcelona, and according to the entry in the Provincial Council's register of local legislation this affects articles 89, 90.2, 92 — in several of its paragraphs —, 94, 95, 100 and 101, that is, articles of the schedule of offences itself. With a public conduct fine in your hand you cannot assume that the article cited is still in force: it has to be checked.
If your vehicle has been towed: there are two pounds and they are not interchangeable
L'Hospitalet does not have one pound, it has two, and which one the car goes to depends on why it was towed. The Parc de la Serppound, at Plaça de la Serp, 2, takes vehicles removed for traffic offences, except large vans. The Santa Eulàliapound, at Carrer de la Cultura, 11, takes the rest: court-ordered removals, police proceedings, thefts, investigations and abandoned vehicles. Both are listed in the council directory as a round-the-clock service and are run by the municipal company La Farga. Turning up at the wrong one is the most common waste of time in this whole area.
As to the fee, the municipal tax by-law on the removal of vehicles places the moment the liability arises at the start of the council's administrative action provided for in articles 104 and 105 of the consolidated text of the Spanish Road Traffic Act, and requires payment when the service ends. The same by-law makes clear that the fee is charged regardless of any penalty that may apply for the offence committed: they are two separate cases and are challenged separately. Unlike other municipalities, L'Hospitalet's catalogue of procedures has no specific procedure for challenging the tow truck fee, so the letter goes through the general route for appeals in tax matters and should not be confused with the one for the fine.
Time limits and amounts change
Municipal by-laws and tax by-laws are amended every year, and the time limits are those the competent authorities currently publish on their own pages. The particular notice takes precedence: it states which appeal is available and how long you have. If in doubt, a two-minute phone call beats a missed deadline.
Where each formality is dealt with
Addresses and channels that L'Hospitalet City Council, the collecting body and the Department of Justice publish on their own pages. It is worth checking opening hours before going: they change with local holidays and in August.
Citizens' Advice Offices
There are two: Avinguda de la Primavera, 71, second floor, and Carrer de Girona, 10, ground floor. The council states that they see people with and without an appointment, subject to availability, and that padrón registration certificates and urgent cases are dealt with without an appointment. Registering on the padrón and changing your address on it do require one. There are also district offices and the Sanfeliu office.
Fines administration and the ORGT
The office of the Organisme de Gestió Tributària of the Barcelona Provincial Council serving L'Hospitalet is at Carrer de Girona, 10, ground floor, and has its own telephone line for traffic fines. The council also keeps its Traffic Fines Department, at Carrer del Canigó, 10, first floor, for fines predating 1 January 2021.
Reception and immigration services
The Servei d'Acollida i Integració, at Carrer de Santiago de Compostel·la, 8, deals with the housing suitability, integration effort and arraigo social reports. The Servei de Primera Acollida certificate is applied for by prior appointment and you must be registered on the padrón in L'Hospitalet and be at least sixteen years old.
Tow truck pounds
Parc de la Serp, Plaça de la Serp, 2, for vehicles removed for traffic offences except large vans. Santa Eulàlia, Carrer de la Cultura, 11, for court-ordered removals, police proceedings, thefts, investigations and abandoned vehicles. Both are listed as a round-the-clock service in the council directory.
Immigration Office
There is no immigration office in L'Hospitalet. The office with jurisdiction is the Barcelona one, with two sets of premises according to the official directory of the Spanish central government: Passeig de Sant Joan, 189-193, and Carrer de Múrcia, 42. That is where residence permits are decided, not at the council.

The whole judicial district, the Civil Registry and the territorial Public Prosecutor's Office are in building H of the Ciutat de la Justícia, Avinguda del Carrilet, 2. From L'Hospitalet to Carrer del Freser, 104
The firm is in El Clot, in the Sant Martí district, on a street running off Rogent. It is about nine kilometres as the crow flies from the centre of L'Hospitalet, so we are not going to tell you we are next door. What we will tell you is how to make the journey without changing.
On Rodalies, and this is the best option
The metro's R1 has its terminus at L'Hospitalet de Llobregat station and calls at Barcelona - Sants, Plaça de Catalunya, Arc de Triomf and Barcelona - El Clot. According to the official timetable published by Rodalies de Catalunya, the journey is shown as nineteen minutes, with four stops and no changes, and the interval stays the same throughout the morning.
By metro, no changes but a long ride
The metro's line 1 runs the length of L'Hospitalet — Hospital de Bellvitge, Bellvitge, Av. Carrilet, Rambla Just Oliveras, Can Serra, Florida, Torrassa and Santa Eulàlia — and reaches Clot without changing trains. It is, though, between thirteen and twenty stops depending on where you start. From Collblanc, line 5 runs direct to Camp de l'Arpa and La Sagrera, also without changing.
If you are going to the Ciutat de la Justícia
It has a metro stop of its own: Ciutat de la Justícia station on line 10 sud, between Provençana and Foneria. Next to it is the FGC station at Ildefons Cerdà , served by the L8 line, with a signposted walking route between them.

And exemptions and permits are not applied for from the council: they are entered on the Metropolitan Register of foreign vehicles and other authorised vehicles run by the Àrea Metropolitana de Barcelona, and the by-law requires the vehicle to have been validly entered on that register in order to benefit from the exemption.
Is the collection of L'Hospitalet fines handled by the council?
No, and the date matters. The council states that it has delegated to the Barcelona Provincial Council, through the Organisme de Gestió Tributària (ORGT), the administration and collection of fines for offences committed and ticketed from 1 January 2021 onwards. Those before that date follow the council's own circuit, with a specific procedure on the electronic office. The body that decides the case is still the council: the mobility by-law gives the power to open proceedings and impose penalties to the Mayor's Office or the councillor it delegates to. The ORGT office serving L'Hospitalet is at Carrer de Girona, 10.
My car has been towed away in L'Hospitalet. Which pound is it in?
It depends on why it was towed, because there are two municipal pounds and they are not interchangeable. The Parc de la Serp pound, at Plaça de la Serp, 2, takes vehicles removed for traffic offences, except large vans. The Santa Eulàlia pound, at Carrer de la Cultura, 11, takes the rest: court-ordered removals, police proceedings, thefts, investigations and abandoned vehicles. Both are listed in the council directory as a round-the-clock service and are run by the municipal company La Farga. The tax by-law places the moment the fee becomes payable at the start of the council's administrative action, and warns that the fee is charged regardless of any penalty that may apply: they are two separate things and are challenged separately.
Is there a free legal advice service in L'Hospitalet?
Yes. The Barcelona Bar Association has a Legal Guidance Service point in the Ciutat de la Justícia itself, in building D, Avinguda del Carrilet, 3, first floor, Monday to Friday from 9 am to 2 pm. The ICAB describes it as a free public service giving personal, face-to-face advice. It is worth checking the current opening hours before going. It should not be confused with the ICAB branch in L'Hospitalet, which is in building H and provides services to member solicitors, not advice to the public.
Do I have to travel to Barcelona for the first consultation?
No. The first consultation can be dealt with by telephone, by WhatsApp or by video call, and is free of charge. If you prefer to come in person, the firm is at Carrer del Freser 104, in El Clot, and sees clients by prior appointment. From L'Hospitalet the journey is long but direct: metro line 1 links the two areas with no changes, and the R1 Rodalies line is shown in the official timetable as taking nineteen minutes between L'Hospitalet de Llobregat station and Barcelona - El Clot.
