Lawyers in Sabadell

Ajuridic does not have an office in Sabadell: the firm is in El Clot, in Barcelona. What it does do is appear before the Tribunal de Instancia de Sabadell, which is where almost everything from this city is heard — including dismissals and criminal trials, which from other areas end up in Barcelona. When there is a hearing, the lawyer travels; the rest of the file is handled electronically. How a Sabadell matter is handled

Where matters are heard, and where we meet

The firm is in Barcelona; the hearing is in Sabadell

It is worth saying plainly: Ajuridic has no practice and no office in Sabadell. Its single address is Carrer del Freser, 104, in El Clot. What there is instead is a way of working that makes that matter very little. When a matter is heard before the Tribunal de Instancia de Sabadell, it is the lawyer who travels, not the client: the hearing, the appearance or the trial takes place on Avinguda de Francesc Macià, and that is where we go. The file itself — pleadings, evidence, appeals — is handled electronically with the justice administration and through the City Council's electronic register.

And the meeting before a hearing can be held right there, without anyone having to come down to Barcelona. The Reglament de prestacions col·legials i ús dels espais i instal·lacions of the Col·legi de l'Advocacia de Sabadell — approved by its Junta de Govern in 2018 — governs the facilities made available to the Bar inside the court buildings of Sabadell and Cerdanyola del Vallès, and its article 2 expressly includes among the users «advocats/es i societats professionals no col·legiats a l'ICASBD» (lawyers and professional firms not registered with the Sabadell Bar). They are used by prior booking, within the opening hours of the Bar's office in the court building and with a maximum of one hour a day per lawyer, under its article 3.5.

That is not an office, and the Bar says so itself

Article 3.7 of the same rules warns that using those spaces «en cap cas eximeix els col·legiats i col·legiades exercents de complir amb l'obligació estatutària i legal de disposar de despatx professional propi» — in no case does it exempt practising members from the statutory and legal obligation to have a professional office of their own. They are rooms belonging to the Sabadell Bar, subject to booking and availability, not premises of Ajuridic. Anyone who would rather have a meeting that does not depend on that has the El Clot office, by appointment, and the video call.

Sabadell has a Bar association of its own, and it is not the Barcelona one

It is something nobody in the Barcelonès stops to think about, and people in the Vallès do. Sabadell does not come under the ICAB: it has the Il·lustre Col·legi de l'Advocacia de Sabadell, with its seat at Carrer de Lacy, 15, and branches in the Sabadell court building and in Cerdanyola del Vallès. In Sabadell it is that Bar that runs the turno de oficio (duty lawyer scheme), legal aid and the Legal Guidance Service, which operates on the first floor of the court building itself at Avinguda de Francesc Macià, 34, from 10 am to 12 noon, and which is public and free of charge.

The fact that the Bar is a different one does not prevent a lawyer registered in Barcelona from handling a Sabadell matter. Article 3.2 of Ley 2/1974, on Professional Associations, provides that a single Bar registration is enough to practise anywhere in Spain, and article 3.3 expressly prohibits Bar associations from requiring, from those practising outside their territory, «comunicación ni habilitación alguna ni el pago de contraprestaciones económicas» — any notification or authorisation whatsoever, or any payment of fees — other than those they require of their own members. Noemí Ampurdanés Parés is registered with the ICAB under number 22359: she can appear before the Sabadell bodies with no additional formality, and use the Sabadell Bar's rooms in the court building on the terms that Bar publishes. What she will not do is call something a seat of the firm when it is not.

No step can guarantee a result

What can be promised is that the whole file is read before anything is said, and that if there is nothing to argue we say so straight away. The first consultation is free of charge and, in many cases, serves to rule out an appeal that would get nowhere.

The Sabadell judicial district

Here almost everything is heard in the city itself

That is the big difference from the other areas the firm covers. Badalona, Santa Coloma and L'Hospitalet send dismissals and criminal trials to Barcelona because they do not have those bodies. Sabadell does have them, and what is more it has them all in the same building.

Sabadell has been a Tribunal de Instancia since 31 December 2025

The reform brought in by Ley Orgánica 1/2025 (Spanish Organic Act 1/2025) turned the courts into Sections of the Tribunal de Instancia, and it did so in phases. The Departament de Justícia states that Sabadell entered in the third and final phase, on 31 December 2025, together with Barcelona, Terrassa, Granollers, Mataró and Manresa. Its neighbours entered earlier: Cerdanyola del Vallès on 1 July 2025, and Badalona and L'Hospitalet on 1 October 2025. The practical consequence: in Sabadell the change of name is recent, and notifications from before and after that date arrive with different court names. There is no longer a «Juzgado de lo Social n.º 2 de Sabadell», but the Sección de lo Social del Tribunal de Instancia de Sabadell, post no. 2.

Cerdanyola, Ripollet, Barberà, Badia and Montcada are NOT part of Sabadell

It is the most common blunder with the Vallès, and it costs a wasted journey. According to the Ministry's directory, the Sabadell judicial district is made up of Sabadell itself and Castellar del Vallès, Gallifa, Palau-solità i Plegamans, Polinyà, Sant Llorenç Savall, Sant Quirze del Vallès, Santa Perpètua de Mogoda and Sentmenat. Cerdanyola del Vallès, Ripollet, Barberà del Vallès, Badia del Vallès and Montcada i Reixac sit right next to Sabadell but belong to the Cerdanyola del Vallès judicial district, which is a different one. In the eight municipalities of the district — not in Sabadell, which is its head — there is an Oficina de Justicia en el Municipio (local justice office), the successor to the old justice of the peace court, where formalities can be dealt with without going up to the Francesc Macià building.

A Sabadell dismissal is claimed in Sabadell: the city has an employment division of its own, the Sección de lo Social, with three posts, in the same building as the rest. There is no need to go to Barcelona, unlike from Badalona or Santa Coloma.

In Sabadell the Diputació's body only collects the fines: the delegation agreed in 2021 covers collection, not management. The file is investigated and decided by the City Council, and that is where to write.

Sabadell is not in the Barcelona Low Emission Zone: it has one of its own, which does not cover the whole municipal area but a perimeter around the centre, and whose authorisations are applied for through the Catalan register, not the metropolitan one.

The City Council issues the integration-effort report and a proposta d'adequació d'habitatge (municipal proposal on housing suitability) for family reunification, which is handled by Licensing and not by the Reception service. Before making a claim you have to look at who it is against. The dependent entities published by the City Council are three municipal trading companies, not autonomous bodies, and that changes the route and the time limit compared with a claim against the City Council itself.

Sales and purchases, arras (earnest-money deposits), hidden defects and tenancies are heard in the Civil Section of Sabadell, the largest in the building with eight posts. Municipal housing is managed by a company with a register of its own.

Low Emission Zone

Sabadell's Low Emission Zone is its own, and it does not work like Barcelona's

Only what is different in Sabadell goes here. The general mechanics of a Low Emission Zone penalty file are explained on the page about L'Hospitalet de Llobregat, and are not repeated here: what changes is the rule, the register and the timetable.

First: Sabadell is not in the ZBE Rondes

Barcelona's Zona de Bajas Emisiones Rondes covers Barcelona with some exceptions, Sant Adrià de Besòs, L'Hospitalet de Llobregat and part of Esplugues and Cornellà; Badalona is outside it and Santa Coloma de Gramenet has one of its own. Sabadell falls into the third case: a by-law of its own, definitively approved and published in the Butlletí Oficial de la Província de Barcelona on 13 November 2024, with a reference notice in DOGC no. 9340 of 30 January 2025. It is not enforced by the metropolitan authority: it is enforced by Sabadell City Council.

Second: it is not the whole municipality, it is a rectangle in the centre

In L'Hospitalet and in Sant Adrià the zone covers practically the whole municipal area. In Sabadell it does not. The City Council states that the boundary is formed by plaça de Catalunya, ronda de Zamenhof, carrer de Vilarrúbias, the carrers de Brujas, de l'Estació, del Marquès de Comillas and de Latorre, the N-150 road between carrer de Latorre and ronda de Ponent, and ronda de Ponent itself. The restriction applies Monday to Friday on working days, from 7 am to 8 pm, under article 7.3 of the by-law. With a penalty notice in hand, the first thing to do is check whether the point at which it was issued falls inside that perimeter: a good part of Sabadell is not inside it.

Third, and this is what almost nobody looks at: which vehicle and which date

The by-law has two penalty timetables, not one. The first transitional provision sets the general one, and the second transitional provision establishes an additional transitional period only for vehicles in categories N1 (vans), N2 (light lorries), N3 (lorries) and M2 and M3 (buses and coaches), which the by-law places at 1 May 2026. In other words: a van and a car were not subject to the penalty regime on the same dates. And the first final provision allows the full council to amend that timetable without touching the rest of the by-law, so the date of the events has to be checked against the timetable in force on that day, not against today's. In a delivery vehicle's file, this is the first thing we look at.

The penalty can go up by 30 %, and not for the reason it seems

Article 18.3 of the by-law provides for two grounds for a thirty per cent increase: repeat offending, understood as having committed more than one infringement of the same nature within a year and having been so declared by a final decision, and having committed the infringement while the Generalitat had declared an air pollution episode. The second depends on an administrative declaration outside the driver's control and on a specific date: it can be checked, and therefore challenged.

Fourth: authorisations are not applied for from the AMB or from the City Council

In L'Hospitalet and in Sant Adrià the procedure is metropolitan, through the register of the Àrea Metropolitana de Barcelona. In Sabadell it is not. The by-law refers to a municipal or supra-municipal register of authorised vehicles (articles 9 and 10) and the City Council states that applications are filed through the website zbe.cat, the Catalonia-wide register, from 15 September 2025. Going to the wrong counter here is easier than in the metropolitan area, because a driver who has already dealt with something in Barcelona assumes it will do.

The time limit is indeed the same as everywhere else: the authorisation can be applied for no later than twenty-four hours after entering the zone, and three days if the entry was prompted by a duly documented medical emergency (article 12.4). That mechanism is explained in more detail on the page for L'Hospitalet.

Fifth: there are authorisations that almost nobody knows exist

Article 12 of the by-law opens several little-known doors, and all of them require entry in the register:

  • Residents inside the Low Emission Zone. A temporary authorisation for anyone who, when the by-law came into force, was registered on the padrón (the municipal register of residents) inside the zone and owned a vehicle registered there — the City Council sets the cut-off date at 19 December 2024. Watch the small print: the by-law says that the authorisation automatically ceases to have effect if the ownership of the vehicle changes or if the owner registers on the padrón outside the zone.
  • Professionals close to retirement. A temporary authorisation for M2, M3, N1, N2 and N3 vehicles whose owner shows that the vehicle is a necessary tool of their professional activity and that they have at most five years of contributions left before reaching the legal retirement age.
  • Low incomes. An authorisation for owners whose annual income does not reach twice the IPREM (the Spanish public income index used as a means-testing threshold), increased according to the number of members of the family unit under the scale in article 12 itself.
  • Overriding public interest. Article 7.5 allows authorisation to be granted, exceptionally and by a reasoned decision of the Mayor's Office, to vehicles that do not fit any of the previous cases. It is the least used route and sometimes the only one left.
Step by step

A Sabadell Low Emission Zone fine, in the order in which it is looked at

Four checks before deciding whether to pay or to challenge. The time limits of the penalty file are the general ones of the collection body and are set out on the page for L'Hospitalet.

  1. Where it happened

    The zone is a perimeter around the centre, not the municipal area. If the point in the penalty notice falls outside the rectangle bounded by Zamenhof, Vilarrúbias, the N-150 and ronda de Ponent, the Low Emission Zone infringement does not stand, no matter that the vehicle has no distintivo ambiental (environmental sticker).

  2. Which day and at what time

    The prohibition applies Monday to Friday on working days, from 7 am to 8 pm. Entering on a Saturday, a Sunday, a public holiday or outside that window is not prohibited by the by-law. And the date also decides which penalty timetable was in force that day.

  3. Which vehicle it is

    The category on the registration document matters: vans, light lorries, lorries, buses and coaches had a transitional period of their own, different from the general one, which the by-law places at 1 May 2026. Without that detail there is no way of knowing whether the conduct was already punishable.

  4. Whether an authorisation was available and there is still time

    A resident registered on the padrón inside the zone, a professional less than five years from retirement, income below the threshold, a medical emergency. The application goes through zbe.cat and the daily authorisation may be requested up to twenty-four hours after entry, or three days with a documented medical emergency.

Who collects, who decides and what ways out there are

The Diputació's body only collects: it does not investigate

That is the difference from the other areas, and it is worth being clear about it before writing to anyone. The City Council states that the full council meeting of 29 June 2021 agreed to delegate to the Organisme de Gestió Tributària of the Diputació de Barcelona the management, assessment, inspection and collection of certain municipal taxes and charges and, of the traffic fines, collection only, with effect from 1 January 2022. In practice: the body manages and inspects vehicle tax and business activity tax, and collects, both voluntarily and by enforcement, property tax, special levies, several charges and traffic fines. But the traffic penalty file is investigated and decided by the City Council. In Sant Adrià de Besòs, by comparison, the same body has also been delegated the management of fines, and there the submission goes somewhere else.

Its Sabadell office is at Carrer de la Indústria, 10, first floor, with a prior appointment for in-person service and a different telephone number for taxes and for fines. Municipal taxpayer services are on the same portal.

Zona azul (paid on-street parking): the cancellation ticket has one hour, not one day

Sabadell has its own procedure for cancelling or challenging zona azul penalty notices, and it separates two circuits according to the date: infringements committed from 1 January 2022 onwards are handled by the Fines Section of Gestión Tributaria, in the Edifici Narcís Giralt, and those before 31 December 2021 are dealt with through the citizen service offices. The procedure sheet makes cancellation conditional on not more than one hour having passed since the end of the time paid for on the ticket. And for a challenge there is a time limit of one year from the notification, with a decision within three months if the infringement is minor and six if it is serious or very serious. The refund of the amount of the cancellation ticket is a separate procedure, handled by the Treasury, decided within two months.

Civic conduct: the penalty can be replaced, but nobody knows for how many hours

The rule in force is the Ordenança reguladora de civisme i convivència, approved by the full council on 22 April 2024 and published in full in the Butlletí Oficial de la Província de Barcelona on 26 April 2024. Its chapter III, articles 52 to 57, allows the financial penalty for minor and serious infringements to be replaced by work for the benefit of the community, restorative mediation or, for the 14 to 17 age group, training in civic values. The conditions are strict and worth knowing before applying:

  • Legal persons and those already declared repeat offenders are excluded.
  • Also excluded are those who have obstructed or hindered the council's action during the investigation.
  • It has to be requested expressly: it is not offered automatically, and the investigating body has to approve it.
  • Acceptance is voluntary and is signed; minors need the consent of their parents or guardians.
  • If it is accepted, the processing of the penalty procedure is suspended until the measure is completed. If it is not complied with, the file resumes.

Here Sabadell is not like its neighbours

Article 55 says, and says nothing more, that «the duration of the activity replacing the financial penalty shall be proportionate to the seriousness of the infringement committed». There is no cap on hours in the text of the by-law: article 57 leaves its organisation to an instruction to be approved by mayoral decree, and that instruction is not on record as published. It is the opposite of Sant Adrià de Besòs, whose by-law does set a maximum number of hours for minor and for serious infringements. Anyone who gives you a figure in hours for Sabadell is either inventing it or has copied it from another municipality.

Tow truck and pound: you pay before getting the car back, but the appeal stays alive

This is governed by the Ordenança de circulació de vianants i de vehicles of Sabadell, whose full text was published in the Butlletí Oficial de la Província on 28 February 2011, with a correction of errata on 14 March, and which is not on record as having been amended since. Its article 41.2 states that the costs of removal and of storage at the municipal pound are borne by the owner, the lessee or the habitual driver, «who must pay them as a precondition for the return of the vehicle, without prejudice to the right of appeal available to them». In other words: paying to take the car away does not mean accepting the assessment, and the by-law itself says so. Removal is ordered by the Policia Municipal under a 2010 mayoral decree that the by-law itself cites. And for a vehicle treated as abandoned, article 47.3 gives the owner fifteen days to remove it from the pound before it is treated as waste.

Time limits and amounts change

Municipal by-laws and tax by-laws are amended, and the time limits are those the competent authorities publish on their own pages today. The specific notification governs: it states which appeal is available and how long you have. If in doubt, a two-minute call is better than a missed deadline.

What Sabadell City Council signs and what it does not

In Sabadell the immigration paperwork is split between three different hands, and the confusion costs weeks. It is worth knowing who to ask for what.

The integration-effort report is issued by the City Council

It is handled by the Servei de Drets Civils - Acollida (civil rights and reception service). The procedure sheet says that it may be applied for by any foreign national of full age registered on the padrón in Sabadell who does not hold a work permit, requires a prior appointment and sets the time for a decision at three months from the date of the outgoing registration document. It is filed electronically or in person at the citizen service offices.

For family reunification there is no «report», there is a proposal, and it is signed by Licensing

The procedure is called proposta municipal d'adequació d'habitatge (municipal proposal on housing suitability), and this detail saves phone calls: it is not handled by the reception service but by the Servei de Llicències, Edificació i Habitatge (licensing, building and housing service), it is filed in person at the Planning citizen service office, by prior appointment, and its time limit is thirty working days from the application. That is a much shorter period than the one for the integration report, and it should not be left until the last minute.

The first reception certificate is not issued by the City Council

The City Council manages access to the first reception service through its Programa d'Acollida, at Carrer de Sant Pau, 34, by prior appointment, and organises the training in its three modules — language, employment and knowledge of Catalan society. But the municipal reception guide is explicit: the final certificate is issued by the Generalitat de Catalunya. Asking the City Council for a certificate it is not the one to issue is a common source of delay.

And the advice service is not municipal either

Unlike Badalona, which has a municipal migration department, in Sabadell immigration advice is provided by the Servei Ciutadà d'Acolliment als Immigrants, at Ca l'Escapçat, Avinguda de Barberà, 175. It is not a City Council office: it is run by the Comissió Catalana d'Ajuda al Refugiat, Càritas Sabadell, CCOO, the Lliga dels Drets dels Pobles and UGT with municipal support, and it deals with arraigo (the residence route based on established ties in Spain), renewals, family reunification and nationality. It is a useful, free service, but it does not replace legal representation in a file already under way, and its involvement does not suspend any time limit.

The residence permit, by contrast, is not decided in Sabadell or in any municipal office: the competent Oficina de Extranjería (immigration office) is in Barcelona.

Offices in Sabadell

Where each formality is dealt with

Addresses and channels published on their own pages by Sabadell City Council, the Ministry, the Sabadell Bar association and the Generalitat. It is worth checking opening hours before going: they change with local holidays and in August.

Sabadell Atenció Ciutadana

They are not called OAC. The main office is in the Despatx Lluch, Carrer de la Indústria, 10, and there are four district offices: Nord (Carrer d'Arousa, 2), Sud (Plaça de Castelao, 1), Est (Plaça de Montcortés, 1) and Oest (Carrer de Sant Isidor, 45), plus a Planning office of its own at Carrer del Sol, 1. All of them act as registry assistance offices, and a prior appointment is compulsory for carrying out formalities. Information line: 010.

Courts, Civil Registry and Public Prosecutor's Office

All in a single building: Avinguda de Francesc Macià, 34-36, Tower 1, in the Eix Macià, 08208 Sabadell. That is where the Civil, Investigating, Family, Violence against Women, Criminal and Employment Sections of the Tribunal de Instancia are, along with the General Civil Registry Office, the Area Public Prosecutor's Office, the Citizen Service Office, the Duty Service and the shared services.

Bar association and free legal guidance

The Il·lustre Col·legi de l'Advocacia de Sabadell has its seat at Carrer de Lacy, 15. Its Legal Guidance Service, which is public and free of charge, operates on the first floor of the court building at Avinguda de Francesc Macià, 34, and in Cerdanyola del Vallès, at Passeig d'Horta, 19, from 10 am to 12 noon and by prior appointment. It is this Bar, and not the ICAB, that runs the duty lawyer scheme and legal aid in Sabadell. Its rules on member services also govern the rooms made available to the Bar inside the court buildings of Sabadell and Cerdanyola, by prior booking.

Fines: two different counters

The Organisme de Gestió Tributària of the Diputació de Barcelona collects the fines and has an office at Carrer de la Indústria, 10, first floor, by prior appointment. Investigating and deciding the file is municipal, and zona azul penalty notices issued after 1 January 2022 are handled by the Fines Section of Gestión Tributaria, in the Edifici Narcís Giralt.

Policia Municipal and Mossos d'Esquadra

In Sabadell the local force is called the Policia Municipal, not Policia Local or Guàrdia Urbana, and its headquarters is at Carrer de Pau Claris, 100. Administrative formalities are dealt with Monday to Friday in the morning, and there is a registry office in the same building. The Mossos d'Esquadra have Àrea Bàsica Policial no. 45 here, in the Regió Policial Metropolitana Nord, at carretera de Prats de Lluçanès, 401.

Low Emission Zone office

The City Council keeps a dedicated office for the Low Emission Zone in the Cal Marcet building, Carrer de Pau Claris, 100, with in-person service Monday to Friday in the morning and also in the afternoon on Mondays and Wednesdays. Authorisations and exemptions, however, are applied for online at zbe.cat.

The municipal Programa d'Acollida is at Carrer de Sant Pau, 34. The Servei Ciutadà d'Acolliment als Immigrants, run by five organisations with City Council support, is at Ca l'Escapçat, Avinguda de Barberà, 175. The residence permit is decided at the Oficina de Extranjería, which is not in Sabadell but in Barcelona.

Municipal companies and the Síndica

The municipal list of dependent entities records three municipal trading companies, among them the housing company, and no autonomous bodies. Two of them have a registry office of their own — the housing company at Carrer de Blasco de Garay, 17, and the economic promotion company at carretera de Barcelona, 208B — as does the Sindicatura de Greuges Municipal (the municipal ombudsman), at La Rambla, 69.

Three ways of meeting, and only one means travelling

The usual thing with a Sabadell matter is not to move at all: telephone, WhatsApp or video call, and the file handled electronically. When there is a hearing, the meeting can be in the Sabadell court building itself, in the rooms of the Sabadell Bar and by prior booking. And if you would rather come to the office, it is in El Clot, in the Sant Martí district, on a street running off Rogent. Here are the travel details, in case they are needed.

On Rodalies, with a change

The metro's R4 has three stops in Sabadell — Nord, Centre and Sud — and in Barcelona it stops at Sant Andreu Arenal, Fabra i Puig, La Sagrera-Meridiana, Arc de Triomf, Plaça de Catalunya and Sants. Barcelona - El Clot is not on its route: you have to get off and connect with the metro. From La Sagrera or from Plaça de Catalunya, Clot is reached on line 1.

On Ferrocarrils, not direct either

The metro's the S2 line has five stops in Sabadell — Can Feu | Gràcia, Sabadell Plaça Major, La Creu Alta, Sabadell Nord and Sabadell Parc del Nord — and ends at Barcelona - Plaça de Catalunya, where you also have to change. Sabadell Nord is the station connecting Ferrocarrils with Rodalies.

With a Sabadell matter, the call comes first

The questions we are asked most from Sabadell

Can a lawyer registered with the Barcelona Bar handle my Sabadell matter?

Yes. Sabadell has its own Bar association, the Il·lustre Col·legi de l'Advocacia de Sabadell, but article 3.2 of Ley 2/1974 (the Spanish Professional Associations Act) provides that a single Bar registration is enough to practise anywhere in Spain, and article 3.3 prohibits Bar associations from requiring any notification, authorisation or financial payment from those practising outside their territory. What does depend on the Sabadell Bar are the turno de oficio (duty lawyer scheme), legal aid and the city's Legal Guidance Service.

Which courts does a Sabadell resident come under?

Sabadell is the head of its judicial district and has all its judicial bodies in a single building, at Avinguda de Francesc Macià, 34-36, Tower 1, in the Eix Macià. According to the directory of the Consejo General del Poder Judicial (the Spanish General Council of the Judiciary), it houses a Civil Section with eight posts, an Investigating Section with five, a Family, Childhood and Capacity Section with two, a Violence against Women Section with one, a Criminal Section with four and an Employment Section with three, as well as the General Civil Registry Office and the Area Public Prosecutor's Office. No Commercial Section or Administrative Section is recorded in Sabadell: those jurisdictions operate at provincial level.

I have been dismissed in Sabadell. Do I have to bring my claim in Barcelona?

No. Sabadell has an employment section of its own, the Sección de lo Social, with three posts, in the same court building on Avinguda de Francesc Macià. That is a real difference from Badalona, Santa Coloma de Gramenet or L'Hospitalet de Llobregat, where a dismissal does end up before the provincial-level bodies. What does not change is that dismissal time limits are among the shortest in the whole of Spanish law, so the first call should be made the same day.

Is Cerdanyola del Vallès part of the Sabadell judicial district?

No. Cerdanyola del Vallès, Ripollet, Barberà del Vallès, Badia del Vallès and Montcada i Reixac belong to the Cerdanyola del Vallès judicial district, which is a different one. According to the Ministry's directory, the Sabadell judicial district is made up of Sabadell, Castellar del Vallès, Gallifa, Palau-solità i Plegamans, Polinyà, Sant Llorenç Savall, Sant Quirze del Vallès, Santa Perpètua de Mogoda and Sentmenat. It is in those eight municipalities, not in Sabadell, that there is an Oficina de Justicia en el Municipio (local justice office).

Is Sabadell inside the Barcelona Low Emission Zone?

No. The Zona de Bajas Emisiones Rondes covers Barcelona with some exceptions, Sant Adrià de Besòs, L'Hospitalet de Llobregat and part of Esplugues and Cornellà. Sabadell has a zone of its own, governed by its municipal by-law, definitively approved and published in the Butlletí Oficial de la Província de Barcelona on 13 November 2024, with a reference notice in the DOGC of 30 January 2025. It is enforced by Sabadell City Council, not by the metropolitan authority.

Does Sabadell's Low Emission Zone cover the whole city?

No. The City Council states that the zone is bounded by plaça de Catalunya, ronda de Zamenhof, carrer de Vilarrúbias, the carrers de Brujas, de l'Estació, del Marquès de Comillas and de Latorre, the N-150 road between carrer de Latorre and ronda de Ponent, and ronda de Ponent itself. It is a perimeter around the centre, not the whole municipal area, and the restriction applies Monday to Friday on working days from 7 am to 8 pm. With a penalty notice in hand, the first thing to do is check whether the spot falls inside it.

I have received a Low Emission Zone fine and I was driving a van. Does that change anything?

It may change a great deal, depending on the date. The Sabadell by-law has two penalty timetables: the general one in its first transitional provision and an additional transitional period, in the second transitional provision, only for N1 vehicles (vans), N2 (light lorries), N3 (lorries) and M2 and M3 (buses and coaches), which the by-law places at 1 May 2026. In addition, the first final provision allows the full council to amend that timetable, so the date of the events has to be checked against the timetable in force on that day.

Where do you apply for an authorisation to enter Sabadell's Low Emission Zone?

Not through the metropolitan register of the Àrea Metropolitana de Barcelona, which is the one used for L'Hospitalet and Sant Adrià. The Sabadell by-law provides for a municipal or supra-municipal register of authorised vehicles in its articles 9 and 10, and the City Council states that applications are filed through the zbe.cat website from 15 September 2025. A daily authorisation can be applied for up to twenty-four hours after entering, or three days if the entry was prompted by a duly documented medical emergency.

Who decides an appeal against a Sabadell traffic fine?

The City Council. By a full council resolution of 29 June 2021, with effect from 1 January 2022, Sabadell delegated to the Organisme de Gestió Tributària of the Diputació de Barcelona the management of certain taxes and, as regards traffic fines, collection only. The processing and the decision of the penalty file remain municipal. That is different from what happens in Sant Adrià de Besòs, where the same body has also been delegated the management of fines.

Can a Sabadell civic conduct fine be replaced by community work?

Yes, for minor and serious infringements. The Ordenança reguladora de civisme i convivència (the by-law on civic conduct and community relations), published in full in the Butlletí Oficial de la Província de Barcelona on 26 April 2024, regulates this in articles 52 to 57: work for the benefit of the community, restorative mediation or training in civic values for the 14 to 17 age group. It has to be requested expressly, legal persons and declared repeat offenders are excluded, and accepting it suspends the processing of the file until the measure is completed. The by-law does not set a maximum number of hours: it only says that the duration must be proportionate to the seriousness.

I have paid the tow-truck charge to get my car back. Have I lost the right to appeal?

No. Article 41.2 of the Ordenança de circulació de vianants i de vehicles of Sabadell (the pedestrian and vehicle traffic by-law) states that the costs of removal and of storage at the municipal pound are paid as a precondition for the return of the vehicle, and expressly adds that this is without prejudice to the right of appeal available to the person liable for payment. It is also worth not confusing two different things: the removal charge and the fine are separate files and are challenged separately.

Does Ajuridic have an office in Sabadell?

No. The firm is at Carrer del Freser 104, in El Clot, in Barcelona, and it has no premises of its own in Sabadell. What does happen is that, when a matter is heard before the Tribunal de Instancia de Sabadell, it is the lawyer who travels. The rules on member services of the Col·legi de l'Advocacia de Sabadell also provide that the facilities made available to the Bar in the court building may be used by lawyers, including those not registered with it, by prior booking, within the opening hours of the Bar's office there and for a maximum of one hour a day. They are the Bar's rooms, not an Ajuridic office: the rules themselves recall that using them does not exempt anyone from having a professional office of their own.

Do I have to travel to Barcelona for the first consultation?

No. The first consultation is free of charge and is dealt with by telephone, by WhatsApp or by video call, and documents are filed through the City Council's electronic register or the electronic channels of the justice administration. If you would rather meet in person, there are two options: the El Clot office, by appointment, or the Sabadell court building itself on the day of a hearing.
