Pakistani documents for Spanish immigration: police certificate, apostille and translation
A certificate from Pakistan is only accepted by a Spanish Immigration Office if it arrives apostilled and translated. Since 2023 consular legalisation is no longer needed, and it is the change that still causes the most confusion. Here is the order of the steps and what each source says.
What do you need to do with a Pakistani document to use it in a Spanish immigration application?
Have it apostilled in Pakistan and translated into Spanish, or into Catalan in Catalonia, by a sworn translator. Pakistan has applied the Hague Apostille Convention since 9 March 2023 and Spain did not object to its accession, so Pakistani public documents are no longer legalised at the consulate: the apostille of the Pakistani authority is enough.
- Request the document from the Pakistani authority that issues it. Among the forms of the Embassy of Pakistan in Madrid there is a letter addressed to the District Police Officer authorising a named person to process and receive the Police Character Certificate on the applicant's behalf.
- Have it apostilled in Pakistan: the Embassy states that, at the moment, the apostille is only possible from there.
- Have it translated by a sworn translator-interpreter and file a copy, with the original at hand to show.

What this guide covers
It explains what Spanish rules require of documents that come from Pakistan. How each document is issued there, what it costs and how long it takes are decided by the Pakistani authorities, and Ajuridic does not advise on Pakistani law: check with the Embassy before you start.
The apostille: Pakistan has been in the Convention since 2023
According to the official status table of the Hague Conference, Pakistan acceded to the Apostille Convention on 8 July 2022 and the Convention has been in force for Pakistan since 9 March 2023. Several states objected to that accession (Germany, Austria, Czechia, Poland, Finland, the Netherlands, Denmark and Greece), and the Convention does not apply between them and Pakistan. Spain is not on that list (objections to Pakistan's accession), so the apostille applies between Spain and Pakistan.
Information sheet 61 of the Spanish Ministry of Inclusion puts it this way: documents from a country that is party to the Convention are filed apostilled, and only those from countries that are not are legalised through diplomatic channels, at the Spanish Embassy or Consulate (sheet 61, May 2025, in Spanish).
The apostille is issued by the competent authority of the country that issues the document. The consular page of the Embassy of Pakistan in Madrid states that, at the moment, the apostille is only possible from Pakistan, and refers to the portal of Pakistan's Ministry of Foreign Affairs, apostille.mofa.gov.pk (page consulted on 30 October 2026). If you are in Spain, the step has to be done in Pakistan; the Embassy offers a model authority letter ("Authority Letter") in which the person appoints a family member to process their documents at the relevant offices in Pakistan.
The police character certificate
Every type of arraigo requires that you have no criminal record in Spain or in the countries where you lived during the five years before you entered Spain, for offences that exist in Spanish law (Article 126.d). The information sheet on social arraigo turns that into a document: a criminal record certificate issued by the authorities of the country or countries where you lived in those five years (sheet 28, April 2026, in Spanish).
- From Pakistan: according to the Embassy of Pakistan in Madrid's "Character Certificate" form, the certificate is processed by the district police, and the Embassy's letter authorises another person to process and receive it on the applicant's behalf (Embassy form). The Embassy states that most of its services can be handled by post through Correos (consular page); it does not say whether this one can, so ask the Embassy. The requirements, time and cost are set by the Pakistani authority.
- From other countries: if during those five years you lived in another country before arriving in Spain, you will also need that country's certificate, with its apostille or legalisation and its translation.
- When another country's certificate is not needed: Article 130.2 says you do not have to prove the absence of a criminal record in a third country if you have stayed in Spain continuously for the five years immediately before the application, or if you already proved it in an earlier application made within those five years and you have not left Spain since.
- From Spain: you do not have to provide it. The Immigration Office requests the Central Criminal Records Register report and the police report itself (Article 130.2).
If you applied for the 2026 extraordinary regularisation and the certificate did not arrive, that provision had its own route: you showed that you had requested it and that a month had passed without receiving it, and the authorities requested it through diplomatic channels, with the procedure suspended for up to three months (twenty-first additional provision, section 9). That route only applies to the 2026 extraordinary regularisations (twentieth and twenty-first additional provisions), whose application deadline ended on 30 June 2026; in ordinary arraigo you must provide the certificate.
Sworn translation
A foreign public document must be translated into Spanish or into the co-official language of the territory where the application is filed. Sheet 61 accepts these translations (sheet 61):
- Into Spanish, by a sworn interpreter appointed by the Spanish Ministry of Foreign Affairs, European Union and Cooperation; you can find one in its search tool for sworn translators-interpreters.
- Into Catalan, by a sworn interpreter authorised by the Generalitat de Catalunya.
- One made or checked by a Spanish diplomatic mission or consular office abroad, which must then be legalised by the Spanish Ministry of Foreign Affairs.
- One made or checked by the diplomatic mission or consular office in Spain of the country of origin, which must be apostilled or legalised by the Spanish Ministry of Foreign Affairs.
As a general rule, copies are filed at the Immigration Office and the originals are shown: keep the apostilled document and its translation together.
Other Pakistani documents often requested
- Passport: a complete copy of your valid passport, which is what the arraigo information sheets ask for.
- Marriage or birth certificates: to prove family ties in social arraigo or family reunification. The social arraigo sheet asks for them to be recent (sheet 28). They follow the same rule: apostille in Pakistan and sworn translation.
- For nationality: the file also asks for documents from your country of origin; the details are in our guide to Spanish nationality by residence (in Spanish).
If your name or date of birth does not match exactly between your passport and another document, sort it out before you file: a difference like that can lead the Office to ask for more documents and delay the file.
Common mistakes
- Having it legalised at the Spanish Consulate. Since 9 March 2023, the step for Pakistani public documents is the apostille.
- Forgetting another country of residence. Criminal records are required from every country where you lived in the five years before you arrived in Spain, not only Pakistan, unless the Article 130.2 exemption applies.
- A translation that is not sworn. Sheet 61 only accepts the translations it lists.
- Starting late. The certificate and the apostille depend on Pakistani authorities; request them before you book your appointment in Spain.
Frequently asked questions
Do I need to legalise Pakistani documents at the Spanish Consulate?
No. Since 9 March 2023 Pakistan has applied the Hague Apostille Convention, and Spain did not object to its accession. Pakistani public documents are filed with the apostille of the Pakistani authority and translated by a sworn translator.
Can I get documents apostilled at the Embassy of Pakistan in Madrid?
According to its consular page, consulted on 30 October 2026, at the moment the apostille is only possible from Pakistan, through Pakistan's Ministry of Foreign Affairs.
Which countries do I need a criminal record certificate from?
From the countries where you lived during the five years before you arrived in Spain, unless Article 130.2 of the Reglamento exempts you from proving it (for example, because you have been in Spain continuously for five years). The Immigration Office checks your Spanish record itself.
Is a translation by any translator accepted?
No. It must be sworn: by a sworn interpreter appointed by the Spanish Ministry of Foreign Affairs for Spanish or one authorised by the Generalitat for Catalan, or made or checked by a consular office with the legalisation described in information sheet 61.
I requested the certificate in Pakistan and it has not arrived. Can I apply for arraigo without it?
In ordinary arraigo, where the certificate is required, it is part of the documents. The route for requesting it through diplomatic channels when it has not arrived within a month belonged to the 2026 extraordinary regularisation, whose application deadline ended on 30 June 2026. Ask about your case before filing an incomplete application.
